### Search before asking - [X] I had searched in the [issues](https://github.com/apache/skywalking/issues?q=is%3Aissue) and found no similar feature requirement. ### Description The downsampled metrics in minute dimension, their name has a suffix `_minute`, should go to a separate measure group called `measure-sampled`. The new `measure-sampled` has a 1-day/24-hour segment/block interval rule as the global settings. The `measure-default`‘s relevant settings should be 7-days/168-hours which equals to the TTL. The `application.yml` doesn’t provide this measure group’s settings. The storage plugin could calculate them based on the TTL.
