### Search before asking - [X] I had searched in the [issues](https://github.com/apache/skywalking/issues?q=is%3Aissue) and found no similar feature requirement. ### Description Currently, the RoundRobinSelector obtains the group list based on the incoming data. If the liaison nodes receive a different dataset from OAP, the group list is also different, which causes varying distribution results between liaisons.
