   Hi
   I ran into a problem when trying to add new filters or edit old ones, but I 
can't do this. No error warnings in the UI, just changes are not applied, but 
in the logs and Developer tools of my browser I see 400(Bad Request). 
   
   For some dashboards, when I try to change filters, I see "Unknown Error". 
   Another cannot find the last value in the filters. Please, see the 
screenshots.
   
   This is not true for all dashboards, only for those that were created a long 
time ago. I thought the problem was with the version update, but I have 
installations for dev and prod with the same version and the problem only 
occurs in the dev env.
   
   `superset db upgrade` and `superset init` has no errors.
   
   The last update of the "latest" image tag was over a week ago and everything 
was working as expected until yesterday.
   
   #### How to reproduce the bug
   
   1. Go to 'Dashboards'
   2. Click on dashboard
   3. Press Add/Edit Filters
   4. Get an error or proceed to the next step
   5. Try to change or add anything
   6. Press 'Save' button
   7. Nothing changed
   
   ### Expected results
   
   Filters and changes are applied
   
   ### Actual results
   
   Nothing changed or different error in the UI.
