Hi Superset team πŸ‘‹,

We’re trying to create a sub-admin role in Superset with the following 
permissions:

βœ… The sub-admin should be able to:

Create and edit users (Security β†’ List Users)

Create and edit roles (Security β†’ List Roles)

Assign roles to other users

🚫 But the sub-admin should not be able to:

View or modify datasets / tables that are not explicitly authorized

Access other databases or dashboards owned by the full Admin

In other words, this role should behave like a restricted administrator, who 
can manage users and permissions only within a limited data scope.
