I have encountered the same issue. In my case, the cause is keycloak & superset running on 2 networks (although they are both accessed via localhost, their attached networks are actually the virtual docker networks). Setting the `keycloak_address` value to the based IP of the machine in the virtual network (http://172.18.0.1:8080 for example) will allow superset connect to it.
