   Fixes several issues with the dashboard edit mode experience:
   
   Fix empty drop target inside columns being mispositioned, causing the 
drag-and-drop highlight zone to not align with the column's dashed border

   2.  Create or use a layout with columns
   3.  Drag elements into columns and verify the drop target highlight matches 
the column's dashed border area
   4.  Verify existing drag-and-drop behavior is not affected in rows and tabs
   5. Dragging an Interactive Pivot Table or Interactive Table chart shows the 
adjacent chart/element in the drag preview
