### SUMMARY
Fix four spelling mistakes in `UPDATING.md`:
- `begining` -> `beginning`
- `intial` -> `initial`
- `envrionment` -> `environment`
- `Reenforces` -> `Reinforces`
This is a docs-only cleanup with no behavior changes.

dependencies (`yarn`, `ruff`, `tscw-config`, `helm-docs`) and interpreter
mismatch for some hooks. No unrelated hook edits are included in this PR.
