Rescoped this PR down to just the UI + docs changes (adding Databricks to the "Impersonate logged in user" label/tooltip and the design guidelines). The OAuth2 impersonation backend landed separately in #41421 with a more complete design, so I've dropped my original backend changes here to avoid duplicating it — they're preserved on the `oath-databricks-backend` branch of my fork for reference. This should clear the failing `test_databricks.py` tests too, since the branch no longer modifies `databricks.py`.
