Looks like this was fixed. The API Keys section now shows up on the user-info page behind the feature flag (`ApiKeyList`/`ApiKeyCreateModal` are wired into `UserInfo` on `master`). The Admin-only restriction from #39604 is a separate, deliberate call, not this bug.
