I am reading this as essentially support for what's proposed, but with the suggestion to see if/how parts of it can be nested into the translation files themselves? Makes sense to me. If it's not doable, we could at least have a note in each translation file with a pointer to the glossary for the language and saying it must be both observed and (if applicable) updated.
