The core-vs-extension question is what the SIP is for, so SIP-224 (#42806) needs to go through discussion and a vote on the `dev@` mailing list before this or any superseding PR can move. Happy to help navigate that if useful. A clearly attributed superseding PR is fine by us if @bsovran stays quiet, and it'd need to pick up @sadpandajoe's open review threads here. It'll still sit behind the SIP hold though, so I'd put the energy into the SIP thread first.
