We've been trying to save CI hours, so not all checks are run in draft mode any more. Taking it out of draft gives it the full pass. The redundancy when marking it ready for review is annoying, but draft chrun is cheaper. Probably room to optimize more when time allows. -- This is an automated message from the Apache Git Service.
