Folded the clean-code pass in [ba79bfaac7](https://github.com/apache/superset/commit/ba79bfaac733f89cbb0480553c1eac3039781d0f): extracted the unchanged customization-provenance policy with 12 focused cases and made the control-panel registry fixture restore its prior state in `finally`.
