Fixed the current inventory-budget failure in f62453d2a0. The PNG description keeps its saved-chart, non-guest caller and unsupported-filter constraints with less repeated wording. The existing budget and serializer are unchanged. The current-master integration reproduced the 3403 > 3400 failure before this patch; all 416 inventory, preview, schema and webdriver tests pass afterward. The original PR branch also passes 270 focused tests and staged pre-commit hooks. Only the two-line description change was pushed; the temporary upstream integration was used for validation.
