   ### Bug description

   ### Bug description

On a Table chart, Adaptive formatting with **Formatting object = cell bar**
does not show in Explore. The same saved chart, downloaded as XLSX, **does**
show Excel data bars on that column.

Expected: Explore paints in-cell bars (with the chosen color scheme) on
cells that match the comparator, consistent with background-color / text-color
formatters and with the XLSX export.

Actual: Explore keeps the default Table look (or the generic
`show_cell_bars` gradient). The custom Cell bar rule is ignored in the UI. The
exported spreadsheet still has a data bar on the formatted column.

   Reproduction:

   1. Open a Table chart (Raw records) with a numeric column, e.g.
`seq_in_group`.
   2. Customize → Adaptive formatting → add a color formatter.
   3. Column: `seq_in_group`. Color scheme: a custom hex (e.g. `#E6D355`).
Formatting object: **cell bar**. Operator: `=` (or `>`). Target value: `1`.
   4. Apply / Update chart.
   5. Observe the Table: no Cell bar styling from that rule (numeric columns
may still show the default `show_cell_bars` gradient if that control is on).
   6. Download as XLSX and open in Excel or LibreOffice Calc: the
`seq_in_group` column has data bars.

The Table renderer only applies `objectFormatting === CELL_BAR` when
`show_cell_bars` is already on (`plugin-chart-table` `TableChart.tsx`,
`backgroundColorCellBar` gated on `generalShowCellBars`). Even with
`show_cell_bars` enabled, the custom color/rule still does not match what Excel
shows for the same form data.

   Explore: Cell bar formatter on `seq_in_group` (`= 1`, `#E6D355`) — no
corresponding bars in the grid.
Excel/LibreOffice: data bars on `seq_in_group` in the downloaded file.

   ### Environment

   - **Superset version:** master / latest-dev
   - **Python version:** 3.11
   - **Node version:** 18 or greater
   - **Browser:** Firefox

   ### Additional context

   - Chart: Table (`viz_type: table`), query mode Raw records.
   - Form data includes `conditional_formatting` with `objectFormatting:
"CELL_BAR"`.
   - XLSX export path that **does** emit data bars: `polish_explore_xlsx` /
`apply_conditional_formatting` in `superset/utils/excel_conditional.py`
(feature branch `feature/excel-conditional-formatting-export`). This issue is
the **frontend** gap, not the export.
   - No relevant Python traceback (UI-only).
   - Feature flags: none required for Table conditional formatting.
