Review Comment:
   Without the optional-import guard, environments that lack the testcontainers 
or BigQuery extras fail while collecting this module before pytest can deselect 
`testcontainers` tests. Could this follow the shared 
`require_driver`/`importorskip` pattern used by the sibling modules?
