### Task Summary
Currently new issues and PRs land with no assignee, which means the existing
issue-triage workflow keeps the `triage` label on indefinitely and there's no
clear owner on PRs from external contributors.
Proposal: add a small workflow that auto-assigns the author on opened/
reopened issues and PRs (skipping bots and items that already have an
assignee). This pairs with the existing triage workflow, which will then
automatically drop the `triage` label.
