Review Comment:
   Multiple authors are handled. People shouldn't touch PR not belong to them. 
People can get credit on a PR if they reviewed or contributed to the design. 
Only the original author should merge the PR, and they can decide who will be 
on the author list. They can modify the commit message to change the author 
list.
