I am hesitating on this one. actually quite doubt this may cause the issue.
This gives DP an opportunity to process control messages before any
tuple/state/internal marker. For instance, user may want to set up a breakpoint
before any data processing happens.
Can we double check if this removal is necessary? It does not sound right to
me.
