Review Comment:
   Done in 549685aec2 — replaced the placeholder `succeed` with a real exercise 
of the catch-all `case _ => List()` branch by passing 
`null.asInstanceOf[PartitionInfo]` and asserting an empty result.

   Done in 549685aec2 — added a `LinkConfig.toPartitioning` test that passes 
`null.asInstanceOf[PartitionInfo]` and asserts `UnsupportedOperationException` 
is thrown.
