### Task Summary `frontend/src/app/common/service/user/config/user-config.service.spec.ts` exists but its body is currently a placeholder. Loads and exposes per-user runtime config flags consumed by the dashboard / workspace. The spec body is currently entirely commented out. Add real test cases against the current component/service shape.
