ASF by default requires every PR from contributor to be approved by a person who has at least write access to the repo (i.e., committer). ASF also provides us an option to set it to be only the first PR from a new contributor requires permission, then after that, the new PRs from the same person do not need to be approved anymore. We are discussing on the email about adopt the second option to make contributors' life easier. If we form consensus and enable the second option, I think the solves the primary concern raised in this issue.
