Pushed a follow-up commit to sync `amber/LICENSE-binary-python` — it still claimed `pyarrow==21.0.0`, so the binary-deps drift check (direct-dep drift blocks CI) failed on the 3.12/3.13 legs. Bumped it to `23.0.1` to match `requirements.txt`; pyarrow stays Apache-2.0 so no section/NOTICE change.
