Add support for configuring Texera to run compute units and other Texera
specific micro services as virtual machines (vms) in the k8s deployment
environment. (Note: this would not work with minikube but will with RKE2 since
minikube does not support virtualization inside its nodes). This is implemented
by adding a dependency on [kata containers](https://katacontainers.io/) which
would need to be installed if the deployer wishes to use the feature. Its usage
can be enabled by simply changing the environment variables in the values.yaml
to specify kata containers runtimes.

These changes were tested for functionality and performance regression (see
#8430) for performance details. Functionality tests were shown through
functionality being the same in all performance tests with or without the
feature enabled. The dependency used (kata containers) aims to be transparently
included in a project. Ultimately, the use of this feature is a choice by the
deployers.
