   ### What changes were proposed in this PR?

Add Category Recode with typed exact mappings, explicit unmatched-value
policies and an optional missing-value category. Preserve source columns and
rows. Register its generated form and icon. No standalone Python export is
added.

   ### Any related issues, documentation, discussions?

   Closes #8781

   ### How was this PR tested?

Local candidate checks: 50 Scala tests passed, including 32 new recoding
cases written before implementation. Frontend checks recorded 6,313 passing
units, one existing skip and 22 Chromium cases. Formatting and lint passed.

Chrome at 1707 by 979 on localhost: CSV to Category Recode, edit mappings
and each unmatched policy, run 125 synthetic rows, then save and reimport.
Checked case sensitivity, Unicode, missing values and invalid mappings.

These local checks preceded today's rebase onto upstream main 98d3d4b1ec.
Candidate changes are unchanged. Remote CI and the full operating-system matrix
are not claimed.
