### What changes were proposed in this PR?
Per #8799, the docker-compose bundle ships two CC0 example datasets that its
LICENSE (a copy of bin/single-node/LICENSE, bare Apache-2.0 text) never
mentions, and the root LICENSE misses them too. Following the issue's
suggested fix:
- root `LICENSE`: new CC0 section listing both datasets with their Kaggle
sources, referencing `licenses/LICENSE-CC0-1.0.txt` (already in-tree);
- `bin/single-node/LICENSE`: the same two entries with in-bundle paths;
- `create-release-candidate.yml`: the bundle step now ships
`licenses/LICENSE-CC0-1.0.txt` next to the datasets.
The TMDb provenance question raised in #8799 (whether the uploader's CC0
claim holds against TMDb's terms) is NOT addressed here and stays open there.
