@parshimers I combined this with #9064 in #9100 — your commit is cherry-picked as-is (authorship kept), since this PR can't pass the Scala checks without the setup-sbt bump. #9100's own merge group still runs under the 45-minute limit until the `.asf.yaml` change is on `main`, so we still need Infra to raise the timeout on the ruleset directly (INFRA-28569) or merge #9100 for us. -- This is an automated message from the Apache Git Service.
