OK, this is a reworking of the last patch.  rather than make a comment, let's 
just deal with the dependency ordering.  This also sets the stage for something 
I want to do long term: make a generic yetus bash library that can be used for 
all sorts of things.

-03:
* rebase!
* split more out of common.sh (yetus & patchfiles)
* move generic_locate_patch into patchfiles
* rename yetus and common libs to have a # to have load dependence
* remove double include of common
* add add_bugsystem call back into builtin bugsystem
* fix some (but not all) shellcheck 4.1 errors
