we have a flag already that says we're running on a jenkins ci, so I think we
should favor that over BUILD_ID.
the only exception I can think of would be where the test results xml is
malformed. HBase ran into this in a few runs, I don't think we figured out a
root cause yet. If HBase needs the option to say "I know i'm in Jenkins but
show me the full logs anyways" then I'd be willing to do that in a follow-on.
