* Copy of the documentation from
https://builds.apache.org/view/PreCommit%20Builds/job/PreCommit-Admin/, but
made more generic.
* Fix up the pylint issues.
* Reformat to match the rest of the Python code in Yetus.
* Use the JOBNAME environment variable as a default instead of hard-coding
'PreCommit-Admin'.
* If no Jenkins token is provided on the CLI, default to the JIRA
project+'token'. e.g., YETUStoken.
* Allow the max history to be set via a param. Default is still 5000 (which is
still probably too many).
* Use the JENKINS_URL environment variable to set a default value for
--jenkins-url .
* Change the name of jobs admin submits as 'PreCommit-<PROJECT>' instead of
'PreCommit-<PROJECT>-Build'. Shrinking the name gives more space for file
paths on Windows.
