Setting YETUS-15 as a blocker, as it re-arranges the build and the Docker bits
to enable alternate CI systems.
After it gets committed, two dockerhub repos need to be set up:
apache/yetus -> /Dockerfile
apache/yetus-base -> precommit/.../test-patch-docker/Dockerfile
After doing that, apache/yetus-base is the docker image with just the
pre-requistes, apache/yetus is the docker image that has Yetus installed in
/usr. (So, e.g., shelldocs is on the path.)
