so the idea is that if we e.g. build a docker image that already contains our 
exclude file, we can now reference that path directly and we'll properly pick 
it up inside of the container, even though the path didn't exist outside of the 
container. right? (or anywhere else that our docker image mounts, like base dir 
as you mentioned)
