Hey [~aw] – just to be clear (and especially for others to have context) I
assume that what you have in mind here is described in
[https://docs.github.com/en/actions/creating-actions/publishing-actions-in-github-marketplace]
So in effect, the problem statement is that we need to publish official PMC
artifacts into a distribution channel maintained by a 3d party called GitHub
Inc. In that sense it is no different from us publishing into Docker HUB.
Now, since I'm new to GH Actions – I'd like to start by understanding whether
there's a notion of organizations in that distribution channel and whether we
should dovetail it with "apache" organization for repos.
