Thanks for the reference, [~aw]. I'm curious though -- can Apache HBase project 
use GitHub Actions for it's PR pre-commit builds? I think the practical answer 
is no, because HBase's builds are huge compared to the resources available to 
Actions. Do I read that correctly?
