Description: Sometimes pip install -r fails for ... reasons. It would
useful to also go through the requirements.txt file line-by-line trying to do
an add for when it does fail so that spurious errors don't show up elsewhere.
(was: Rather than using pip install -r, we'd get better coverage by giving the
individual component lines to pip.)
