Description: the return codes from some of the locate_patch functions are
not correct. As a result, test-patch thinks the PR code was downloaded when it
was not. (was: Circle CI does not share a github token to the build job. It
may be less confusing for users to flip to just doing a branch build when no
github token is available and/or the PR download breaks.)
