I have sent a patch as a followup, Is it possible that at this point the config variable had been set in the database, so it remained set even though I commented it from my dotfile, hence the inability to reproduce? Just a wild guess, as I'm not sure how the database and config file interact with each other. I don't want to mess further with my email at the moment, so not going to do more testing on this right now. But I'll keep an eye on it and update if I notice anything wrong. Thanks again, and sorry for the delayed response.
