I have tagged 0.40_rc0 and uploaded it do Debian experimental. Over the next few days I will collect bug reports and suggestions for NEWS items (for your convenience, a lightly edited git shortlog is below) and hopefully finalize the release. One thing already fixed in git is the minor number of the library which should be 7 rather than 6 (since we added a couple of functions).
