I have 1 question refgarding buffering issue

When first packet is sent to the switch, the switch doesn't know what to do
since no flow entry, therefore the switch will send it to the NOX, finally
the NOX inserts a flow-entry(it may take setting ip time) and send the
packet out. However, I am sending a high-rate video, during the flow entry
setting up time, thousands of packets will also go to NOX before the flow
entry is set up.  The video on the receiver part is highly affected before
the flow entry is inserted.

I guess that's because the NOX cannot handle too many incoming packets per
second, am I right?

Can I set rules for switches or NOX to do the following:
The first packet goes to NOX and NOX inserts a flow entry.And before the
flow  entry  is inserted, the subsequent packets will buffer in the switch
instead of sending to NOX. After the flow entry is inserted, the buffered
packets are sent directly through switches, and then following flows. I
guess this can avoid poor video quality during the flow entry setting up
time.

Any suggestion?
