You'll also need to start the discoveryws component. I think the server starts on port 8000 or 8888, but I don't remember for sure. You can also specify it manually by starting up the webserver component manually on the commandline (e.g., webserver=port=80).
You can see the paths that discoveryws registers by looking in the source. e.g., on line 111, you can see that it registers http://.../ws.v1/topology.
