After closer investigation I found that there was an IT that ended up under a 
slightly different ticket (NPANDAY-245), which covered this case. The msbuild 
plugin was set up to copy the resources across and add them as resources to the 
build. It's unclear why that is passing but that my own project was not. 
Investigating further.
