OK, I found a solution. Instead of
<dependency>
<groupId>net.kolotyluk.windows.elevate</groupId>
<artifactId>elevate-common</artifactId>
<version>0.0.21-SNAPSHOT</version>
<type>dotnet-library</type>
</dependency>
I need to do
<dependency>
<groupId>net.kolotyluk.windows.elevate</groupId>
<artifactId>elevate-common</artifactId>
<version>0.0.21-SNAPSHOT</version>
<type>dotnet-library</type>
<scope>system</scope>
<systemPath>C:\Users\Eric\.m2\repository\net\kolotyluk\windows\elevate\elevate-common\0.0.21-SNAPSHOT\elevate-common-0.0.21-SNAPSHOT.dll</systemPath>
</dependency>
Not sure if that is the intended design for NPanday and .Net artifacts.
