I'm using cygwin 1.5.24 and ns-2 2.31 on Vista Home Premium. There was no problem on installing it, but a few test have failed on validation (as promessed in the tutorial).
I recomend you to use all-in-one package and install a full cygwin (default installation does't install some packages needed).
