Progress on two of the most popular requests.

File timestamps should be updated. Backup, synchronization tools, file 
managers, editors, make, and so on should benefit and work properly.

It's possible to run ntfs-3g as a non-root process using block devices from 
now if the ntfs-3g binary is setuid root. Ntfs-3g drops the privilege after 
mount. 

The major changes are

   * new: top request: setuid root support, the driver can run unprivileged
   * fix: the 'user' and 'users' fstab mount options didn't work (requires 
     setuid root ntfs-3g)
   * fix: time of last file modification and status change wasn't updated
