Isn't the following syntax ok?
ntfs-3g -o locale=ru_RU.UTF-8,force /dev/ad1s2 /winxp/SOFT
I must admit the related documents are inadequate. They will be fixed.

Do you mean that FreeBSD converts the op1,opt2,..optN option list in the
fstab to "-o opt -o opt2 ... -o optN" when it invokes ntfs-3g?
