sure this is a locale problem ?

for me it looks, the problem is that quote character being part of the filename.
try creating a file with some > " <  inside - windows explorer won`t let you

http://ntfs-3g.org/support.html#posixfilenames2 seems to fit better here.

so, change that filename on linux or with some tool on windows which let`s you 
do that.

explorer is crap, really.

try creating a new file/dir with the name ".test" from explorer.
you get an error message.
open a dos box and do a "mkdir .test"
see ?
it even fails with such simple examples
