This means that Sourceforge detected "abuse" from IP number 80.12.242.150 
earlier. That's the reason they blocked it. I can imagine two potential 
explanations:

 1. You have a dynamic IP address which is keep changing. If an abuser
    used the IP address you use now then Sourceforge penalize you, not 
    the original abuser. This is a very typical abuser/spammer trick.

 2. If you have static IP address then you may have a spyware on your
    computer which is sending spam, etc in the background. So it would 
    be worth to check the status with an anti-virus, anti-spyware software.

I this explains the issue. Let's get back to NTFS :-)
