I know nothing about Ruby, and its not on any of my systems. AFAIK, ps2pdf on Windows is identical to pstopdf on Linux (and OSX). It (they?) are distributed with gs, not ConTeXt, and call gs, no Ruby involved. I have no idea why it has two names. Maybe I've missed something. If you are trying to accomplish something that the Ruby version offers ... I can't help you there.
