I am not sure whether ConTeXt supports .bmp. You can try

\placefigure
[]
[figure:label]
{My Caption}
{\externalfigure[paris][width=4cm]}

ConTeXt will look for picture files it understands that begin with "paris",
starting with the ones that produce best quality. If it doesn't like the .bmp extension,
convert your file to .png (lossless compression) or .jpg.
This also will have the advantage that your pdf file will become smaller.
