Hi Joel,

the bibliography part doesn’t work for me at all.

But notes may be placed as their location is text (and you add a real
footnote).

This works fine:

  \setupnote[footnote][location=text]

  \starttext
     \input knuth
     \footnote{Footnote}
      \cite[clark1989]

      \placenotes[footnote]

      \startchapter[title=Bibliography]
          \placelistofpublications
      \stopchapter
  \stoptext

I never used a bibliography in ConTeXt, so that part is left to you.
